From free state PFAS testing for private wells to new heat pump water heater rules coming in 2029, the Brewster plumber is helping homeowners plan ahead.
Brewster, NY (PRUnderground) October 15th, 2026
October 21 is Back to the Future Day, and Lumar Plumbing & Heating is using it to help Putnam County homeowners get ready for two big changes coming to the water in their homes. One affects what comes out of the tap. The other affects the tank that heats it.
First, New York State’s Private Well PFAS Testing and Mitigation Rebate Pilot Program is open to eligible residents in Putnam County. Homeowners on private wells can get their water tested for PFAS, sometimes called “forever chemicals,” at no cost. If levels meet or exceed state drinking water standards, they may qualify for rebates of up to $5,000 toward a whole-house treatment system. Lumar encourages well owners to check their eligibility through the New York State Department of Health at health.ny.gov/PrivateWellPFAS. The company can help with treatment options if a test comes back high.
Second, the water heater market is changing. Under new U.S. Department of Energy standards, most electric tank water heaters larger than 35 gallons made on or after May 6, 2029 will need to use hybrid heat pump technology. Hybrid units use far less electricity than traditional electric tanks. Rebates and incentives for heat pump water heaters are also available right now through local electric utilities, which can take a big bite out of the upfront cost.
“If you’re on a well, get your free PFAS test. If your electric water heater is getting up there in age, now is a great time to look at a hybrid while the rebates are on the table, instead of waiting until it fails.”
Lumar Plumbing & Heating is available 24 hours a day. To ask about water treatment or a heat pump water heater, call (845) 279-4324 or visit https://lumarplumbing.com/.
